Why not water municipal suppliers treat water at source and pipe it into buildings and charge for it a higher price. In other words they should supply treated and untreated water. Then most people would keep filling up the same bottle. It may seem to be a big undertaking, but it would work. There could be many solutions for reducing other rubbish.
