If this legislation passes, in brief:
1 - You will have a mandatory vaccination or you will be charged with a crime 2 - You will get a mandatory medical exam, or you will be charged with a crime 3 - Doctors will give the exam or you will be charged with a crime 4 - Your property can be seized if there is 'REASONABLE CAUSE TO BELIEVE" that it may pose a public health hazard... it can be burned or destroyed and you will NOT have recourse or compensation.

The Emergency Health Powers Act (EHPA) is a draft prepared for the Center of Disease Control (CDC) by the "Center for Law and the Public's Health" at John Hopkins and Georgetown University. The CDC is urging all states to adopt an EDPA which gives the governors of the states broad, unilateral emergency powers. The original draft came out on October 3, 2001 and because of public outcry against it, a revised draft was issued December 21.
In Illinois there has been two legislative bills introduced to establish the Illinois Emergency Health Powers Act. One is SB 1529 sponsored by Sen. Lisa Madigan (Dem.) Currently SB 1529 is stalled in the Senate Rules Committee and is not an immediate threat.
The second bill is HB 3809 and is sponsored by Rep. Sara Feigenholtz (Dem.), Rep. Robert Bugielski (Dem), Rep. Daniel Burke (Dem) and Rep. Louis Lang (Dem). This bill is in the House Committee on State Government and Administration and can be called for a vote at any time. It is critical that you contact your Illinois representative and senator and have them vote "No" to establishing the Illinois Emergency Health Powers Act.
